Moscow, ID is home to the Milestone main office, located at 611 S. Main Street. We currently provide residential habilitation services to several individuals in their own homes throughout the community.

Sarah McClure
Executive Director

Sarah has worked with Westcare-managed companies like Milestone Decisions since 2002. She was hired on as a Direct Care Staff member and worked her way up, soon realizing she had found her calling. Working with people with developmental disabilities has been a joy in her life ever since! In September 2020, she transitioned to the role of Executive Director for both the Coeur d’Alene and Moscow Milestone locations. Sarah is excited to continue advocating for her clients well into the future!
Christine Bingham
Residential Habilitation Director
Christine has been with Milestone Decisions for nearly 20 years, starting in 2002 as a Direct Care Staff member. Within the year, she was offered a Lead Staff position, and the rest is history! Through her work at Milestone, Christine has discovered that working with individuals with developmental disabilities is her true passion—she couldn’t imagine doing anything else! She is especially proud of how the Milestone Decisions staff works together as a team, no matter the circumstances. In her spare time, she enjoys camping and fishing with her boys, or curling up with a good book and a hot cup of coffee.
Mechelle Rourke
RN / Director of Health Services

Mechelle has worked with adults and children with developmental disabilities for over 30 years. She graduated from Lewis Clark State College in 1990 with her degree in nursing. A Registered Nurse and native of the Boise Valley, Mechelle briefly worked in California before returning to the Moscow area in 2000 to raise her two children with her husband, Michael. Having previously worked part-time as a Qualified Intellectual Disabilities Professional and nurse, Mechelle has been with Milestone Decisions full-time since 2016.
Shannen Kilborn
Program Coordinator

Shannen came to Milestone Decisions in 2018, when she was brought on as a House Lead. The following year, she became the Qualified Intellectual Disabilities Professional for the group homes, and eventually moved on to become the Program Coordinator for the residential habilitation community. Shannen loves being part of a team that helps all individuals reach their personal and vocational goals! A graduate of the University of Idaho, Shannen is a Moscow-area native and Mom to two great kids.
Tammy Johnson
Business Manager
Tammy is a seasoned office manager, coming to Milestone Decisions in 2017 after 19 years at Benewah Medical & Wellness Center. In November 2019, Tammy tackled a new role as House Manager for one of Milestone’s residential habilitation homes in Coeur d’Alene through August of 2021 when she took on more responsibilities in the office. In March of 2022, Tammy accepted the role of Business Manager for both the Coeur d’Alene and Moscow locations. Tammy enjoys seeing the residents and visiting with them when they come into the office. Tammy has the support of her amazing family, friends and co-workers who are both.
